Shanghai Creative City Technology Development Co., Ltd. was founded in 2009 and is located in the Shanghai Pudong Free Trade Zone. Since 2010, the company has been involved in establishing an international cooperation and exchange platform in the field of innovative design, known as the “Creative Twin Cities,” in Italy and the United Kingdom.
From 2012 to the present, the company’s team has set up two international exchange programs, the “China-Italy Innovation Center” and the “China-UK Innovation Center,” with bases established in both Italy and the UK. They organize various activities to provide investment and financing as well as industry matchmaking services for Shanghai and Chinese enterprises. The overseas bases also handle promotion and investment referral work on behalf of Shanghai district and county governments.
The company operates “incubation centers” for Sino-British and Sino-Italian innovation in Shanghai, providing services to innovative enterprises entering the Chinese market.

Creative Twin Cities is an international cooperation and exchange platform established by the team of Shanghai Creative City Technology Development Co., Ltd. in Italy and the United Kingdom since 2010. It combines ‘going abroad’ and ‘bringing in’ by offering services and platforms for innovation exchange and collaboration between Chinese and foreign enterprises, as well as between official and non-governmental entities, through enterprise incubation, exhibitions, business matchmaking, short-term workshops, and industry training.
In 2017, the “China-UK Innovation Center” and “China-Italy Innovation Center” projects operated by the team were incorporated into the United Nations Industrial Development Organization’s Global Network for Technology and Innovation.
In the future, with bases in Shanghai, Italy, and the United Kingdom as the core, the platform aims to establish channels for project cooperation in various fields such as cultural creativity, biomedicine, education, artificial intelligence, financial technology, green technology, and new retail, between China and other European countries. It will provide comprehensive services to introduce renowned enterprises, drive the connection of international resources with domestic and foreign companies, and facilitate their landing.
UK China Innovation Centre
The Sino-UK Innovation Center, registered in the United Kingdom, is a non-profit organization established in 2015. It is jointly operated by Creative Cities and the UK Building Center, with the aim of promoting collaborative innovation and exchange between businesses from China, the UK, and other Commonwealth countries. The Sino-UK Innovation Center has a board of directors responsible for the management of the center, and currently, Colin Tweedy serves as the honorary chairman of the board.
In recent years, the Sino-UK Innovation Center has collaborated with various UK government departments, industry associations, social organizations, academic institutions, and more to conduct a diverse range of activities, including exhibitions, business matchmaking, short-term workshops, and industry training. The center helps British businesses gain a better understanding of opportunities in China and also assists Chinese businesses in expanding into the UK market. This two-way approach, known as “going out” and “bringing in,” promotes mutual support for technological innovation.
Sino Italian Innovation Center
The “Creative Twin Cities” project is the first international cooperation and exchange initiative abroad, representing the Shanghai Municipal Government. It established the first overseas base in Florence in 2012, with creative design as its core content. Over the course of five years, it built a platform network focusing on the integration of industry, academia, and research in collaboration with the Italian national and local governments, industry associations, and renowned institutions. It served nearly a hundred Chinese government delegations and companies in their visits to Italy, establishing a robust cooperation bridge and mechanism between Chinese and Italian enterprises.
In 2017, the “China-Italy Innovation Center” officially found its home in Rome. It formed a strategic alliance with the Italian National Cultural Association, creating greater opportunities and a more market-oriented environment for expanding and deepening cultural, artistic, and innovative technological cooperation between China and Italy.
Together with Twin Cities Creative Beginnings
By leveraging the resources of the “Creative Twin Cities” international platform, we actively engage in international cultural and artistic collaborations, primarily with the UK and Italy. We align these initiatives with the demands and development trends in the Chinese market. This involves the introduction, licensing, collaboration, and investment in operating high-quality overseas IP resources. Through resource integration, we strengthen content development and intellectual property management. We make full use of the advantages of the “Creative Twin Cities” platform resources to create high-quality international cultural and artistic projects.
In addressing the cultural differences and challenges that overseas businesses might encounter when “bringing in,” we work in collaboration with various local government departments, industry associations, educational institutions, and companies, with Shanghai being the primary focus in the Yangtze River Delta region. We facilitate effective and precise business matchmaking for both Chinese and foreign enterprises through business matchmaking events, tailored activities, and online/offline marketing efforts.
For companies at different stages of “going out,” we offer training and knowledge-sharing sessions specific to various industries and countries. These sessions cover topics such as local policy interpretation, industry analysis, and investment environments. This support is designed to help companies enhance their value while connecting with international resources and expanding into overseas markets.
